When students, are apart from their community for a period of time, a circle of support and accountability (CoSA) is a process offered to assist them in being reintegrated back into their community. The goal of the process is to hold the individual accountable for their past, present and future actions, while providing them with support to bravely return to and be a successful member of their community.

Situations that may qualify for a tier 3 process at Rutgers:
- Returning from a leave of absence (for any reason)
- Returning from studying abroad
- Returning to a student organization, leadership position, or job on campus
